Application and notification procedure for fireworks

This guide applies to consumer fireworks, fireworks for professional use and effect explosives. The guidelines have been prepared in co-operation with the Western Uusimaa Police Department

Consumer fireworks (commercial fireworks)

Fireworks without prior notice are permitted 31.12. 6 pm – 1.1. at 2am. The use of fireworks must be notified in advance to the rescue authority. On the basis of the notification, the rescue service may take a decision which may impose conditions on the use of the fireworks or prohibit the use of fireworks, if there is a particular risk.

In its decision, the rescue service must take into account the times stated in the environmental regulations of the various municipalities, since fireworks cause noise in the environment. The fireworks organizer must inform the residents of the area where the fireworks are expected to cause interference. Information can be implemented, for example, by means of a bulletin distributed in mailboxes.

The private use of fireworks is authorized as follows:

-Fireworks display must stop before 10pm
-If only fireworks with a very low noise level (up to 100 mm in diameter or equivalent) are used, the fireworks display must end before 24:00. Fireworks in Vihti and Karkkila must always end by 10 pm.
-Fireworks are allowed to start at 12:00 on all days of the week. An earlier start time will be considered on a case-by-case basis. The permit shall be applied for in writing on a separate form. In Raasepori, fireworks may only be arranged in a zoning area, approved by the environmental authority, except in the New Year's Eve.
 


The form will be returned:

  • by e-mail to: pelastuslaitos@espoo.fi or
  • by post to: Espoon Kaupunki, Länsi Uudenmaan pelastuslaitos, PL 6700, 02070 ESPOON KAUPUNKI, write “fireworks” to the envelopment. Notice must be given at least 5 days before fireworks display. The organization of fireworks requires the permission of the landowner. The decision will be communicated to the notifier either by email or by post.

Professional Fireworks (Fireworks Shows)

Western uusimaa police department must be notified of the fireworks display at least 14 days in advance.
 
The police may impose conditions and restrictions on the organization of the screening for the safe handling of fireworks and public safety. The police may prohibit the holding of a show if sufficient requirements for the safe handling of fireworks and public safety are not met. (Act on the Safety of Handling Hazardous Chemicals and Explosives).
The police must consult the rescue authorities on the report.
 
If the fireworks are carried out on land owned by Espoo, Kauniainen and Kirkkonummi, you must apply for permission to open fire at the Western Uusimaa Rescue Department. In Raasepori, fireworks may only be arranged in a zoning area, approved by the environmental authority except in the New Year's Eve.


Screening dates as a rule


- New Years Eve 31.12 6pm to 1.1 2am
- Fireworks display must stop before 10pm
- If only fireworks with a very low noise level (up to 100 mm in diameter or equivalent) are used, the fireworks display must end before 24:00.
  Fireworks in Vihti and Karkkila must always end by 10 pm.
- Fireworks are allowed to start at 12:00 on all days of the week. An earlier start time will be considered on a case-by-case basis.
 
The fireworks display notice should indicate the location of the screening, the exact time and type of fireworks you intend to use in the screening (flight level, volume), precautions to prevent problems, and personal information of users. The notice should indicate how the destrict has been thought to be informed about a potential disruption.


Use of hazardous chemicals and pyrotechnic articles as special effects at public events

Special effects of public events must be reported to the rescue authority at least 14 days prior to the event. The notice shall disclose the matters set out in section 62 of Degree 819/2015.
 
The Western Uusimaa Rescue Service recommends the use of a national notification form. On the basis of the notification, the rescue authority may impose restrictions and conditions for the intended use necessary for the safe handling of special effects. The rescue service may prohibit the use if it is considered to present an imminent risk of injury to persons, the environment or property at the intended place and time.
 
The notice and any attachments should be sent about special effects implemented in the Western uusimaa rescue department area to: palotarkastaja@espoo.fi. The municipalities of the Western Uusimaa Rescue Department are Espoo, Kauniainen, Kirkkonummi, Vihti, Karkkila, Siuntio, Lohja, Inkoo, Raasepori and Hanko.
 
Applying effects outdoors must not violate the noise restrictions of local environmental regulations. If the public meeting has a so-called noise permit, the times specified therein must be observed.

Use of fireworks

Incorrect use of fireworks can result in serious personal or property damage to the user or to third parties. The fireworks user is responsible for ensuring that rockets, fire, sparks, and falling sticks do not endanger people, buildings, the environment, or traffic.

The fireworks organizer must inform the local residents about the fireworks. Further information on the use, storage and sale of fireworks is best available on the Security and Chemicals Agency (Tukes) website at tukes.fi.

Areas where fireworks are prohibited

Fireworks should not be used in industrial areas. Fireworks must be avoided from the main fairways (Ring road 1-2-3, Western fairway, Turku motorway, Vihdintie) on weekdays from 7:00 to 18:00.

Some municipalities on the area of the Western Uusimaa Rescue Service have restricted the use of fireworks in their central areas as follows:

-Sammatti: The use of fireworks is prohibited within 300 meters of the church.

-Hanko: downtown area, only allowed at the Regatta Beach (small public beach by the Statue).

-Karjaa: The use of fireworks is prohibited near the railway station.

-Ekenäs: In the center, fireworks are restricted to the following areas

   o Södra Viken
   o Ormnäs strand
   o Knipnäs strand
   o Handelshamnen
   o Stallörsparken
